American Jim Wagner, taught a SWAT Course in Argentina for several police Special Operations units in Misiones, Argentina from May 28 to June 1, 2001. Middle East terrorist groups were operating in the Tri-Border area of South America (Paraguay, Argentina and Brazil) and a Basic SWAT Course was one step of several initiated by the government in combating this emerging threat. Terrorists had gained a foothold in the drug trade in South America in order to finance their global terrorism; an infiltration virtually unknown to most in the United States at this time in history.
